So is it completely free up to 20*10^6, or it's $1/month even if I need less?
Huawei dns, alidns, dnspod. Dnspod and ali is paid. Huawei dns is free. They all support dnssec.
You still pay the $1 minimum fee afaik. As long as you have any active zone (either CDN/DNS/storage) you still pay the $1/month minimum fee.

Another one is naver cloud dns. But i haven't had the chance to try it because theres no English panel, everything is in korean. Their docs do mention dnssec though.
I ended up hosting my own authoritative DNS. Most of the options I found in Asia, some of which are also listed here, are either unavailable for sign-up in India or don't support DNSSEC and/or IPv6 reverse zones.

True - some do though but sadly, the only optimal way out is to self-host it for yourself and the community.
