looking for vps resilient to takedown

i need a proxy server soon for my new project, tho legal but might be subjected to copyright issue. since im just getting started, i want to try normal offshore providers first and see if bullet proof is necessary.

does anyone know any providers who are more resilient (or ignore) takedowns as in more bureaucratic when filing complaints? maybe having to use their ticket system, respecting local laws only, etc.

    BlazingFast (Bullet Proof) / DNSProxy ( Ignored but takedown notices are forwarded to you)
    Trust me nothing is bulletproof!
    no problem with Russian Providers but most locations are blocked!
