    Maybe it's running, but it doesn't appear to be on the network and I can't access it. ping/ssh fails, qemu ga graphs show no network activity, etc.

    When I access the billing panel it shows this:

    1) VPS is locked, hence no actions are allowed to perform - VPS is being installed, hence no actions are allowed to be performed on this VPS
