    To be quite honest with you, I'm not sure what's not to trust to a registered business.

    Either way, this is the official government page, quoting from the specific section (translated into English):

    The Italian VAT-registered operator may choose to issue an electronic invoice to a foreign customer (whether within the EU or outside the EU), whether the customer is a business or a final consumer. In this case, it will not be necessary to transmit the data of that invoice through the esterometro.

    The electronic invoice must include:
    • In the “Codice Destinatario” field, the 7-character code “XXXXXXX”.
    • In section 1.4.1.1 “IdFiscaleIVA” of block 1.4 “Cessionario/Committente” (Customer), specifically:
     • In field 1.4.1.1.1 “IdPaese”, the foreign country code (not “IT”, and expressed according to ISO 3166-1 alpha-2).
     • In field 1.4.1.1.2 “IdCodice”, an alphanumeric value identifying the counterparty (up to a maximum of 28 alphanumeric characters, with no validity checks performed by the SDI).
     • If the customer is a foreign final consumer, fill in only field 1.4.1.1.2 “IdCodice”, leaving field 1.4.1.2 “CodiceFiscale” blank.

    Finally, to indicate the foreign customer’s address on the invoice, you must select the relevant country (so the Province field becomes unnecessary), and the postal code (CAP) field must be filled with the generic value 00000. The foreign postal code may instead be included within the address field.

    The Stripe website does also mention the same thing. Either way, while its true that SDI does not check this alphanumeric field for validity, because it technically can't as it would have to interface with multiple government authorities around the world, this still does need to have legal validity as this document (the PDF invoice that gets sent to the end-user) will be valid for tax submissions/declarations by the customer entity, in their local jurisdiction.

    It's still "fine" for us to generate it with a "made up" value, but it will void the invoice if you ever try to use it within your local government for tax purposes.

    But I'd like to reiterate on the fact that its very weird to me that you wouldn't trust a registered business, which has been operating for well over 6 years now, with a proprietary infrastructure and physical presence.

    Hi,

    That is for the "Codice Destinatario" field, this is different from the ID. That's where the SDI is supposed to send the e-invoice to. For normal businesses here in Italy, that's an alphanumeric value, for example, for LocLix that code is KRRH6B9. This identifies the entity that's handling e-invoices on your behalf (sending, receiving, storing).

    For foreign customers, since SDI is only within Italian borders, we input XXXXXXX which tells SDI to not try to send the invoice to any recipients. And then we send manually a PDF copy.

    The ID instead is the field that identifies the customer, normally, for Italian B2C transactions, this is the "Codice Fiscale" (and the Codice Destinatario would be all zeros instead), for Intra-EU operations, its the code that identifies your ID card. This is all used then for tax declarations/submission both by us and the customer using our services.

    As far as I know after talking with our accountant about this, for any non-italian entity this field can also be any other identifiable document, like passports, drivers license, and so on. Otherwise we can still send and pass validation by sending the invoice but it'll essentially be voided if you ever try to use/refer to it as it's made-up data that doesn't make any sense.

    I am pretty sure people know that putting shit info in invoice will not allow them to use it in theirs local country - you shouldn't worry about that - most people won't care and the one that has valid tax reasons will put valid tax things there.

    You should worry about making it more user friendly for people outside Italy and do not demand (or just downplay) the SSN/ID thing.

    EDIT: Legally of course so your hands stays clean. People in IT get that system, for rest of us outside Italy (and not VAT entities) this is a big big problem/no-go/shock.

    For Italian customers, we are absolutely forced to reject the purchase unless this is filled up, it's tax evasion otherwise and cannot continue under any circumstances unless we want to have fun with AdE.

    For foreign customers that aren't VAT entities (B2C), this is a bit more loose, though we've been operating just fine for the last 6+ years and all of our customers haven't ever had issues providing this information, though we usually sell high-end services and this is the first time posting some low-end targeted offers here.

    I am still clarifying further with our accountant what exclusion can be made, if we get the green light to put random data in this field (just for clarification, it is mandatory I cannot choose to leave it empty) we'll likely add a note, or make some changes in the purchase flow.

    I'd also love to accept Crypto payments, but still can't because I don't want to have legal dances with AdE.
