I use the same location as you, I'm on Debian 11, and I also encountered the SSH host key keeps changing and rejecting connections issue. I don't use key-based login because I travel frequently and need to switch devices, so I use password-based SSH login. However, my IPv6 works fine. I previously thought this SSH disconnection issue was due to my use of ECH, because after I disabled it, the problem no longer appeared. Hearing what you said, it might be caused by another issue. However, today I tested enabling ECH again and it seems there are no SSH issues for now. Maybe the provider has already solved the problem, I'm not sure, it remains to be seen. Has your SSH problem been resolved?
