Is the loss of business contact an appropriate reason for payapl dispute?

It all started when I bought a vps for NovaCloudHosting's Halloween sale a week ago.

Many problems were encountered:
1. Nova provided win10 iso image, but there has a serious bug when i installed it based on vnc! The vps can not find the hard disk. Blocked any way to install win so far (I also tried to install debian first and then dd win, but couldn't find my network card).
2. The vnc mapping is wrong, the y and z of the letters are switched, and almost all symbols are incorrectly mapped.
3. The most important problem, i attempted to sent tickets on their web, but failed. After clicking 'Submit', the ticket cannot be found in the record; And i also tried to PM nova in here, there is no reply.
I used paypal when I made the payment. I was thinking if I go to dispute now, is it in line with the common practice?

By the way, I saw that fat32 said nova has an event on Black Friday, I would like to ask everyone to pay attention to it!
How long did u contact them ? Today ? Y3sterday ? Month ago ? Make sure wait 1 week before actually assume the provider dont reply you.
If the provider not reply back the dispute, then it a valid, but if they not then it invalid. Most of time they will answer it since it matter of money.
I would recommend record video as evidance that show you cant contact to provider before do dispute so it a proof make it a valid reason.
1.Since your server is VPS, the ISO sound like it missing virtio driver, they prob have it for dedicated server.
2. This is regional key mapping, you can change it on VNC or OS itself
3. Record what you got, i also recommend include Debug Tool(F12) with submit request . You can mail them video link + problrm u get.
Remember that once u open dispute, that like last solution and you dont want ur server anymore( and money if u fail the dispute)
yes, I saw some posts saying that if I dispute host directly, the provider will be fined an additional $20. ugh, ugh, ugh, this is not a good way to solve the problem, so I decided to wait 1 more week for nova based this post.
If until now halloween is the only deal thread, i pretend they are gone soon.
