What is the best VPS/VDS for hosting a private minecraft server? Need recommendations

I'll try to keep it simple - I've previously hosted minecraft servers on OVH vps (the newer plans, i chose VPS 1 with 8g4c, and it ran fast enough with some optimisations & pre rendering, however i am looking for some more recommendations)
Since this is a private server - I won't need DDoS protection, 8g ram and 2-4c with decent performance is plenty, for location I'll prefer eu / us locations.
I pre render the chunks so as to avoid frequent cpu spikes, and it'll be just me and a few friends playing on the server - but i will give priority to a vds to have some head room and not be a potentially noisy neighbour in case something goes wrong.
Which vps/vds provider you guys recommend for such tasks? Budget would ideally be under 7-10 usd/month

Whatever has the highest cpu speed ghz, host won't matter just find the highest clock speed cpu on the market and search for hosts that offer that with a price affordable to you.

What location? I think that really matters given for game server
In past i have used servers in LA , germany , Canada and they have all worked fine for me in terms of latency
I get around 200-250 ms to LA & canada , and <150ms to germany , anything near these locations would work for me
