i just noticed my firefox bookmark for this thread was saying "nerdrack" all this time..
I learned the trick about the change of cloths and blanket when I lived in the middle of nowhere North Dakota. Especially in the winter, you need to plan on being stuck somewhere with no help and possibly have wet cloths that will make it worse! There's some other stuff in the backpack like candles/lighter but nothing large like the cloths/blanket. It's not a survival backpack, but it's like one...

won't be street legal, would have to tow it to off road recreational areas or someone's private property. Outside of any city limits, you could drive it at a reasonable speed in the ditches (like a snowmobile/dirt bike). Though if there was just a blizzard and they haven't plowed yet, they will ignore snow vehicles being on a road unless you're being really dumb...
please, give us back normal cars

yeah, unless you're really outside of city limits, there's still a lot of laws/rules. Though if it's a small enough city/town (whatever you want to call them), they will usually ignore some of the laws unless you're a troublemaker, then they will hit you with everything they can. Once they get to know you and know you won't be dumb, they will ignore even more things in those small towns... Saying "being dumb" isn't really the right word for it but it's the easiest way to describe it.

little towns are notorious for that. in my 20 years in chicago i was stopped barely 1 time... the cop was angry, and gave me 3 tickets - for red light, for stop sign and something else. since stop sign and red light are at least 1 block apart, imagine how long it took him to catch up with me.. i used to do messenger delivery back then. the coolest part was when i went to court, they all so busy here or lazy, - he never showed, so judge threw out all 3 tickets. as did for another 50 people who were "served" by same cop.
the only problem here is parking tickets.. oh, those are a pain in the abs..
Got one last time on mother's day. Parked the car, blinking lights on. Dropped of the flowers, returned within 10min, €120 fine.
my worst been long ago, but i still cringe about it.. parked in the alley, by my garage door, out of the way enough for big delivery trucks to drive by (didn't want to get scratched, dented or whatever).. came back an hour later - $200 ticket for aggravated obstruction of the roadway.. never since anyone has received such a ticket in the alley, people leave cars there overnight, my wife does it too, since her half of the garage is hoarded as most of the house..
if you not familiar with the concept, blocks in the city have houses on the outer perimeter, and across usually parallel to "more important" street is the alley that has garages from both sides of the block, or coach houses, etc..

funnily narrow pathways between houses in Chicago that connect street to the alley are called "gangways", exactly for the reason you think.. neither alleys, nor gangways are unique to Chicago, but here they are present the most. New York, for example, has trash collection, double parking and freight deliveries right on the streets.. here it's all happening in the alleys..
