Looking for a cheap VPS for OpenVPN AS [USA, Hulu etc.]

Hi, i'm looking for a provider with a small and cheap VPS so i can install OpenVPN AS.
I have the following requirements:
- at least 128mb Ram
- preferably a fast connection (to europe)
- not much space needed, i'd say only 100 mb
- TUN / TAP / Iptables need to be enabled and stay that way
- a US IP that is guaranteed to work with hulu.com (i've tried Ramnode, Bluevm and Iniz, sadly none of their NY based IPs worked with Hulu
- i don't want to pay more than 15$ / year and yearly payment is prefered
The VPS will only be used for a VPS connection to watch streaming sites, nothing illegal, no torrents etc...
