I would have a look at @GorillaServers , @perfectip , IOFLood (@nightlywizard not active here anymore or I have the username wrong) and @1gservers (US-West). Some though maybe can only offer 7443p.
Maybe @PureVoltage or @interservermike has sth. as well (US-East).
In Europe, probably @dataforest and maybe a custom offer from @layer7 but custom might be a prob in terms of delivery time.
Why not consider a 9950X or 4545P instead? These offer similar performance and DDR5 RAM support.

My customer wants the AMD EPYC 7543P. so, AMD EPYC 7543P is required.
How much actual realistic bandwidth your customer need and what is his/her realistic budget?
Bandwidth around 100-200TB. Budget around 250-300$. but delivery time should be good.
