You could look at Calibour dedicated servers. I'm pretty sure they allow public torrent trackers without issues.
They have Ryzen and EPYC CPUs, accept crypto (Monero) payments and are based in Frankfurt Germany.
I think @Alyx should be able to offer something custom for your request.
I don't think Germany and public torrents mix well for any provider there.
