We provide service in the NYC region and our plans are listed here https://loclix.io/vps - by default we provide a 1G port on VMs which can be upgraded for a fee (for example, 10G with 20TB for +50€/mo on the base price)
though, with these requirements, maybe a bare metal would be better suited?
As said above with those requirements you might as well get a dedi.
