All IP addresses belonging to China are affected; I cannot provide individual lists, as there are tens of millions of IP addresses involved. However, as you can see, all regions of China are affected. TCP tests show a network packet loss rate exceeding 50%, which is extremely poor. I reiterate, please process your refund. I hope for a peaceful refund process, not a dispute involving PayPal.
(I've attached a screenshot of a test to prove that the network quality is terrible in China and terrible all over the world, with a packet loss rate of 50%.)

That's interesting. The Tokyo test IP provided by rarecloud is 85.121.50.2, and the test results were good, with a packet loss rate of 5% in China and only 1-2% in other countries. However, the service assigned to me was exceptionally bad, with a packet loss rate reaching 50%.That's why I need a refund.
If that's your opinion, then it is. Rarecloud responded to all messages except for refunds. I had to do that. Meanwhile, I know some users have been waiting for over 10 days and still haven't received their refunds. Perhaps I'm right; without PayPal, I'll just keep waiting.

The OP requested a refund over one week ago. You thanked his comment, I assume you were aware of the request. Your ToS permits refunds within the first 14 days after the purchase.
It does not specify how long does the it take to issue a refund (I assume it isn't your top priority on low value sales). Informing customer about refund eligibility outright could help to prevent such misunderstandings in the future.
I would also advise to not accept refunds on heavily discounted offers because it probably does not make much sense for you. It is completely normal and a lot of providers outright say refunds won't be processed on specific discounted plans. That would prevent slight reputation damage and paypal chargeback fees in case any mjj issues it in the future. Not saying i support charging back provider of course...

Are you stupid? I provided proof of network quality, with almost 50% packet loss. I want to use a Japanese VPS and will not accept switching to other regions. That's my freedom of choice.

Actually I have the same experience with RareCloud, after cancelling my VPS as advised by the support staff I got no more response from them despite asking for updates for a few times in an interval of 3 days. It has been over 2 weeks now so I gave up chasing lol. It's only $10 anyway but I would be cautious buying from them the next time, hope others do too. It's not that their VPS is not good, in fact my other VPS from them is performng so well that I'm giving them a favour for not refunding me for this one (which performs badly).
