We need a dedicated server in Germany with the following specifications:
CPU: 8 cores or higher
Traffic: 1 Gbps, unlimited
Network port: 10 Gbps
Price: Max 100$ per month
No Hetzner/ No Avoro
If your data center only sells dedicated servers and does not list shared servers at all, that would be much better.

I was going to recommend php-friends, but thats also Avoro - why do you not like them? Have been there with our company server for 3 years and they are great!

Avoro group and Hetzner are pretty much the go to German providers which are "international customer friendly".
You can try Netcup, but I have feeling you don't like them too.
Try @berohost - They are super awesome.
For quality & performance try Hostrunway.
