We need a dedicated server in on of these countries (Germany/Netherlands/France/England/EuroCentral...) with the following specifications:
CPU: 10 cores or higher
Traffic: 1 Gbps, unlimited
Network port: 10 Gbps
IP: Read below
Price: 150$ per month
I’d prefer an IP address that, according to your logs, hasn’t had any connections from Asia in the past 4 or 5 years.
If your datacenter keeps such logs, of course.
It doesn’t have to be all of Asia — it’s fine as long as there have been no connections from Iran or Russia.
Alternatively, maybe you have a European customer who has had the same IP address from your datacenter for 4 or 5 years, still using that service, and that IP has never been reassigned to anyone else.
And ideally, this customer would be open to negotiation, so that you could reassign that IP to us.
We’d even be willing to pay an extra $20 per month on top of the regular service fee for such an IP.

I think that is Transport layer (L4 Osi model) racism.
Probably to get a clean IP which works in Iran or Russia for VPN.
By getting an IP which is already been in use for a while, it's been "warmed up" already
The explanation is that some of our clients are in China, Russia, and Iran, where the firewalls are extremely strict.
If an IP has previously been seen by their firewalls, it will most likely be placed on a greylist, and any service you try to provide through it will be restricted.
That’s why we need an option like this.
I think the reasoning behind our request is now clear. If you want more details, I’d be happy to explain further.
