My clients are all in the video resource business, so I'm looking for an upstream service provider who isn't afraid of copyright complaints.

For a guarantee that copyright complaints will be ignored, self-hosting is your only real option. Try it, you'll not regret.

Hes basically asking for 10Gbps CN2 GIA or CN2 GT network with unmetered bandwidth paired with a dedicated server that has 20TB or more storage.

Or then you colocate your own server hardware with ur own ASN and buy the transit yourself. In short, get sponsored ASN and rent ipv4 block, colocate some old dell servers in L.A for cheapest CN2 GIA and buy IP transit yourself.
you should list next time your budget and then you will understand that you need to increase your budget 50x times for those requirements

So roughly 40k - 60k USD
Only way to serve chinese people cheap is to host in mainland china.
If you can accept a bit of latency and sometimes a little bit of packet loss, then China optimized providers in L.A or Japan.
