As far as I know in India the equivalent of VAT is GSTIN or TIN number and is issued only for businesses. And moreover GST in India is just 18%, so I dont have VAT ID, I will end up paying 1% more.

I assume by "clean" you mean usable as a personal VPN for stuff, not flagged or blocked by services.
You can check the IP range
