Sorted it out - a friend is transferring a Pico VPS he got from Netcup for 10 euros per year which he is not using.
I am using free VPS from Vultr for monitoring, it is free for one year.

Actually, I am also looking for a VPS to host Uptime Kuma that has 100% uptime, or very little downtime in the SEA (SG preferred), so the monitoring works well.
