I think this refers only to the fact that you don't get a cPanel or the like, to install inside your VPS to manage services such as webhosting and E-mail.
The company likely still has their own panel as usual (akin to SolusVM, or maybe even exactly that), where you can boot/reboot/monitor/reinstall the VPS. Or even if reinstallation is not implemented, you can ask support, they should understand you even if you write in English.
Cheap or not, I think $4-5 for a 128MB of RAM Xen VPS with unmetered b/w is a reasonable deal, considering the location.
Another option with a very similar offer is https://hosting.reg.ru/vps/xen , they accept credit cards and I think even used to have an English version of the website, but currently I can't find how to switch to it.
Personally I never used any of them and would not recommend hosting in Russia unless you absolutely have to.
