That's an exaggeration. Everybody had ample time to order via the API when the deals went live.
It actually took longer than that, at least an hour.

careful who you transfer to ... i can tell you my experience of a recent scam i had:
buyer payed with stolen pp account,he used services while i asked for FnF , in my haste i didn't check the type. So pp owner opened dispute, then charge back .. so i lost money.
