No. Contabo oversell everything. Their performance is consistently poor.

Probably, but also depends on what you mean and expect from "VDS".
A VDS doesn't really guarantee peak performance of the hardware other than allowing unrestricted usage of it. The problem with a VDS is often that those who choose to use purchase these packages are also those we require sustained high usage.
Even though you may have dedicated resources, the performance of those resources still degrade if you have noisy neighbors due to thermals and lowered all clock turbo boosts.
After 3 months using their Singapore storage VPS, I can say that it's a normal experience. No steal, no problem so far. The network is also normal. Not blazing fast, but neither really bad as some say.
I don't know, never tested one, but while Contabo does have some problems like poor monitoring and hence too many abusers and (nowadays) boring/older hardware in most locations (afaik) they are to the best of my knowledge not evil (scammers/fraudsters/cheaters).
That said no provider can offer true VDS i.e. fully dedicated resources. Both, current virtualization technologies and hardware limits, in particular with drive slots and NVMe lanes don't allow that. So, VDS almost always have to share storage devices (and no, partitions don't solve the problem), unless a provider slices a node into only very few (but large) VDS, maybe 4 or 6 max 8 - or- storage isn't Raid 10.
Side note: I found Contabo's VDS way too expensive, that's why I never even tested one.

Sure, I'm running an attendance app for salespersons. It requires each person to upload photos upon arrival at each site. Serving 300+ users with it. Each salesperson does a check-in and check-out process +- 7 times per day.
I'm using the Storage VPS 30 in the Singapore location.

I'm sharing this because most people here will say Contabo is rubbish, no matter which product or location. Maybe true. But for my use case, everything seems normal. The network is also normal.
So, according to Contabo, the VDS plan does promise dedicated cores and RAM (at least in the marketing speak). Dedicated physical cores” is a strong phrase—but with virtualization, “physical” vs. “virtualised” can mean different things. Always ask: Are those full exclusive cores, or are they time-sliced, or shared in some lower-priority way? Often, “almost dedicated” virtual machines cost less than bare metal and still provide excellent value. If you’re okay with a very high level of isolation but not perfection, a VDS may suffice.
I would rather buy a VDS from netcup, that is, a root server.

Yes, their VDS was okay'ish performance around 800 GB6 single core, network is accept-able
I think the main selling point was bandwidth espically in SG / India. I can burst the port 400Mbps consistent on busy time without any warning which plus point.
Pricing wasn't competitive either, you can get on other side like hosthatch (SG) / Crunchbits (USA) / Berohost (EU) which big percent off on this point.
To determine whether it is truly 100% exclusive resources rather than 100% occupied resources, simply observe their CPU-to-memory allocation ratio. Typically, a ratio of 1:8 or higher indicates genuine 100% exclusive CPU usage.

I'm glad there are even satisfied customers, although you could have gotten a much cheaper solution if you had bought a storage vps, for example, at: interserver.net
Generally, Contabo is written very badly on the Internet. They "shit" their own business with their behavior and the way they do business (Raising prices, not allowing you to buy another vps etc...)

In the last few months (since March for me), Contabo no longer has any CPU steal.
This is my old package — 24 vCores.
I originally bought more cores because of the steal issue, but they don’t have it anymore now.

Where did you get that statistic from?
We need the server in the APAC region. We can't find a better price for the equivalent spec of the Storage VPS 30 (6 vCPU, 18GB RAM, 1TB SSD storage) for 20 Euro per month.
At least in the last 3 months, we have been experiencing normal behaviour from our Contabo VPS.
We can't say for sure about the future. We are hoping for the best, but prepared for the worst.
