I am seeking for a vps, having these specs:
1-2 vcpu
2GB ram
60+ GB disk (hdd would also be fine, too)
Location: Europe, mostly (but East US would work, too)
1 ipv4
price: 15-20€/y
This will be used as a very personal mail server (no spam, no junk, no users, just my brother's personal email with very low traffic). Sending will be filtered by external mail relay.

I cannot understand some providers... When a let member asks for something specific, why do they post offer that is far away from his demands? 25% less ram, 200% less disk ans slightly more expensive...
If my demands are unrealistic, either ignore them or even criticize them. Just don't handle potential client as dumb...
P.S.: Offers with 20GB disk with 1.5GB ram in a price range of 22 euros, are not rare in LET, rather the opposite... And in 5-10 days, tons of better offers will be present from older and much more reputable providers...

There are always solutions. You can use a mail relay, there are tons of options even with generous free tier. Or use a mail service from Jar or Francisco just for mail relay (why not use it directly? For me, more control in baking up service and having full access via terminal).
