Looking for a server DE/NL/PL

I'm looking for a server (VPS or dedicated) located in Germany, the Netherlands, or Poland, or Ru/By.
Specs:
- 8+ CPU
- 16+ GB RAM
- 80+ GB SSD
- 1 IPv4
Important: not a reseller of Hetzner, OVH, Amazon, GCC, or Oracle.
I’d happily grab a Kimsufi server from OVH with EPYC (which I actually did), but unfortunately, the government in the country where our project operates has blocked half of the internet, including OVH...
I also need a second server with half of those specs.
Budget: €50/month for both servers.
