Beggars can't be choosers. Their free tier and payg, which usually people still use for free got that region limit. Go full blown business tier and change region as you like.
All other clouds are PAYG and work just fine. Also there isn't a way to "go business tier" without calling, which means awful sales trying to bleed you dry instead of just shutting up and giving access to pay them their public prices
