why is the VPS download speed usually much faster than the upload speed?
Depends on what you’re shooting
Most traffic from data centers is outgoing. Many providers don't even limit or count incoming data as bandwidth.
For that reason I'd argue upload is more important for a majority of use cases.

I'd say depending on the workload, but >= 1000 Mbps should be more than enough for 99% of regular workloads and 99.99% of LET members' hobby projects.
client -> host server: upload
host server -> client: download
Is that right?
Other way around.
Stable 1G should be enough for 99.9% of tasks. I'm more interested in the hardware to crunch the numbers and the bandwidth.
