Extremely slow to Vultr Tokyo but no problems to Vultr Osaka

The speed to Vultr Tokyo and Singapore from ISPs around the world is extremely slow & unreliable, under 1mbs, sometimes it will increase for short time.
To Linode and GCP server in Japan, no problem
To Vultr Osaka, no problem
From XTOM in Japan to Vultr Tokyo, no problem
For demonstration I am testing with MULLVAD.
The same pattern happens from BuyVM NY server.
Has anyone noticed this? Is it unusual? Any tips or troubleshooting?

Do a MTR test to check the routing. There is probably congestion between US and APAC
The problem happens from Europe too, even Singapore M247 to Singapore Vultr is slow.
I ran mtr, "port-channel3.core2.nyc4.he.net" is in Singapore and Tokyo's result, but not Osaka.
Vultr's Looking Glass server for New York, nj-us-ping.vultr.com has extremely slow speed, from multiple countries. nyc4 is not in mtr to nj-us-ping.
M247 network is not good. If you want better network, try Linode. Akamai is pretty good.
