Well, "available". At the moment all the IL storage plans are out of stock, though they might be able to restock tomorrow (or in a few hours, whenever they're available on Monday).

It's possible they temporarily removed all the stock due to the issues on the server - it was down because they were having issues with a PCIe M.2 card, causing the server to not boot properly.

People want the lowest latency they can get, why would they get AZ when they can get IL for the exact same pricing, but with a better connection?
I did a quick test from a GC server I have in Toronto (since they mentioned Canada/Illinois, I assume they live in that area). Ping from Toronto to Chicago, IL DC2 is ~11 ms
Ping from Toronto to Phoenix, AZ is ~53 ms. It's a 40 ms difference, which might not seem much, but depending on their planned usage, it can definitely matter.
Oh, yes, you right, for my border it's 20ms to AZ and 45ms to IL. From border2 62ms to AZ and 23ms to IL. I didn't expect so large difference.
