It depends on hardware availability in the region. I think at least some of the offers are on spare servers, to fill the unused space. Even with Rome (Zen 2), it's still a good deal for the price - some hosts only have 8+ year old Xeons for that price.
Some regions have even newer Genoa (Zen 4) CPUs for some plans.
