Still wondering if I'm ever going to get the chance to pick up a 8888 in Toronto.
Does anybody know if the birthday sale plans (2222,8888,1212, etc) are OK to change the location on (with the $3 fee, or $10 for IIJ/Softbank)? Not from a flash sale. Not that I want to, just wondering.
Afaik No location change allowed on the promotional deals or flash deals
They sometimes allow it in rare circumstances (for example, if the host dies, or if network performance is extremely poor), but not usually.

This comment is going to show my age a bit, but I once helped manage a semi-managed server hosted by Layered Technologies, for a free web host. We asked them to install a new HDD and format/partition it for us. They installed it, but accidentally wiped the main HDD instead of the new one. I'm not sure how that even happens. I think we only got maybe half a month's cost as compensation even though they deleted a lot of our data.
This was long enough ago that the server had 512MB RAM and IDE hard drives (SATA wasn't commonplace yet). I think it was a dual Pentium 4.
IIRC we ended up moving to BurstNET, which also doesn't exist any more. They were based in Scranton Pennsylvania, like The Office. They were kinda like PSychz
