  I notice in the control panel that the cpu usage listed is much higher than the cpu usage shown in top.

  For example, top shows about 20% cpu used, and the control panel shows 65% used.

  Any idea why such a large difference?

  There's a delay, if that explains. For me, whatever shows up in the control panel is close to what it showed in top 30 seconds ago.

  Where is 20% from? Use htop instead. Sum of usage of each core.
