No one explained that shared CPU is used by everyone, not just for you.

Afaik it's not based on a daily average. You can't use more than 30% of your allocated CPU for over 10 minutes.

To be honest, we’re flexible about CPU bursting as long as it doesn’t impact other customers on the same node. Just be considerate, and you’ll be fine!
