With such small bandwidth numbers being normal in Asia, I'm wondering why all the Asian hosts don't interconnect with each other and zero-rate their traffic to each other.

But it's the kind that pays dividends. It's how the current structure of the internet came about. If you are the first one to make a cheap traffic hub, you get everyone else to pay money to you to connect, and save money on their own traffic, while you make a lot, and the expensive traffic connections lose out.
