I noticed that they provide Windows VPS services. For me, I only need to know whether the core number they provide has a CPU frequency above the benchmark and stable service.

Can't speak for there WIndows VPS, but there Linux ones are really solid. Haven't notice any slow downs or CPU steal.
What CPU will depend on location. Legit open a ticket and ask them. You'll get an answer really quick. Usually within a minute every time I opened one.
