What counts as an active client? Is this the reason why providers remove my accounts whenever I haven’t had a service in awhile?

It has much much higher starting price. Usually when business start you want to keep initial spending as low as possible. That’s in low end world.
If you can't spend some money (5k) you should not start a business.
If you spend 5k to start business - you lack skills. Start with 1€. Go hard and finish with 2€.
Not all businesses require 5k to start. I bet lots of businesses you inteacted with the past week were started for less.

May be what pushes us to Hostbill finally, though I've always thought Hostbill was a pretty poor system from the end-user point of view. A couple providers we use, either for servers or other needs use Hostbill, and I'd say the end-user UI and functionality is a downgrade from WHMCS.

Looks like you need the $5,999 license just to be able to use VirtFusion or have some shopping carts for checkout that look halfway decent?
Either way, would pay for itself after a while.
You can still get the start or middle plan and pay like $99 one-time for VF module, or $999 for opensource VF module.
You can also grow later on. If you need the biggest plan, they'd substract the $99 you paid for VF module from the full version price.
However support pays it fully! It's awesome to report a small bug and see a patchfix instantly for you and a new patch release a couple of days later.

Forgot to add they have a perfect migration tool from WHMCS. You won't ever notice you migrated... lol.
Well, now I'm more than intrigued.
Wish they had a public (or even private, by request) demo available. I'm aware of the refund period, but would still like a quick "hands on" feel for the backend.

Is it easy to integrate into an existing website design or modify as needed?
Well, if you don't wanna spend too much time on templates (nor have the patience to try), you're kinda stuck.
However, if you have a webdesign skill, sky is pretty much the limit. Smarty templates aren't ioncube encoded.
Kinda the same approach as WHMCS, even tho a little bit more optimized (if you ask me).
If you want my advice, start with the very basic plan and add only the tools you really need. You have all the payment gateways by default, most probably you'll need just a couple of provision modules.
Another really nice thing to get would be their SDK (to develop your own modules and implementations) - but that's only needed if you're either really passionate about developing stuff (my case) or you have some really complicated stuff you don't usually find modules for.

I don't use Hostbill but I've held a license forever. Great software, I just never moved because of the hassle of migrating multiple server modules. Even with a migration tool, still a pain in the ass!
The price hike, while only intended to line the investors pockets, is still not absurdly high enough to make most people switch. It's been a thing for years. I'm guessing 3-4 more price hikes and people will start to push over to other software. Or by that time, more options will be out there.

and yep... 14% price increase as it seems.. but at the end of days some cent per client.... still bearable but lets see how far they will go.

As someone who started in hosting using Clientexec, and who always roots for the smaller guys, I really, really hope that a serious competitor shows up to put pressure on whmcs and to make the landscape more pro customer.
I like ClientExec, just never had a real use for it. I think it's the most user friendly out of the couple of popular non-WHMCS options.
I watch Company Man on YouTube and I swear that the story of every single restaurant and retail chain that goes down the drain starts with "then they were acquired by private equity".

I don’t like the affect that i can’t write my own modules to Hostbill…
You can write your own module, you just need to buy 999 USD SDK. And yes, each HB module has opensource variant (of course it is paid separately).
Let me get it straight: HB is good software. Weekly updates (mostly bug fixes), custom development possible (they provide this service, if they have time for that), has everything you need to manage client and do that in automatic fashion.
The one and biggest minus is the starting price. It is big. Especially if you are not established business. To start correctly you need "Enterprise" edition and some custom dev work for invoicing (they are not fully compliant with EU invoicing directives). And in case you need some dev work on your own - slam 999 USD for SDK.
So:
999 USD one-time fee for "Enterprise" package;
~500 - 600 USD for custom modifaction. Optional;
999 USD for SDK.
125 USD/year for renewals.
One-time: 999 + 500 + 999 = 2498 USD
Recurring: 125 USD/year
And there is something called "support tickets". Those are renewed with 125 USD/year fee. You will need those tickets, believe me.
domains, cpanel, and all management system are increasing on yearly basis....
I guess soon we will not be able to see any $7/year deal...
