For PayPal make sure you have your account email and PayPal email match. Otherwise add your PayPal account email to the billing panel.
For your debit/credit card. Most systems will check where you are in comparison to where your putting in the order. As usual also make sure your billing address matches what's on file for the card issuer.

As other have said, also try MXroute. There are good reasons why they are the two email hosters on my signature
