On the type of CPU I might accept even 5gen or 4/8 core, and to make price point on special deal I will pay fair price but not full scalper prices of 10x+

You are going to be looking for a long time. Lottery servers don't go cheap here and definitely not on mjj. 10-15x is common for some lottery servers like the E-2288G and EPYCs. Just dont get scammed if someone comes and offers it for $50 and has you go first with a crypto payment. Seen that happening a lot here lately
Maybe but i do not care for scammers on MJJ.... 15x is insane price today, maybe 2y ago with crypto mining boom on CPU now they are all idle
CPU mining died over 5 years ago. I think you are confusing Chia with CPU mining. Chia mainly used NVMe disks and killed them early.
Its a pretty easy logic. Take the SYS-3 for example. It costs 91.99euro/month with E-2288G 64G RAM 2x2T NVMe with no guarantee of 10Gbit bandwidth lottery. Then you get a mystery server with the same hardware spec, but also guaranteed 10Gbit incoming bandwidth for 22.99euro/month. If you already have a SYS-3 with that spec, you save 69euros per month. You make back what you paid in 2-3 months max and after that you make 69euro profit each month compared to before which becomes 828euro profit in a year.
If you dont have a SYS-3, why are you even looking at a lottery server? Just get a KS-B or C and call it a day.

CPU mining was active in last 2y a lot from qubic to quilibroum mining there whare up to 20k -70k dedis just rented for those 2 project ...

That is exactly what I said. If you dont need a lottery server, then you should just buy from the OVH website. There are servers in your price range with the hardware specs you want. The lottery servers you're looking for trade at the price they are worth. And they're worth is determined by demand and not by you.
Why do you care what I need or not, I see you and few that spam always transfer topic with unreal prices points ??
