High Performance Server
I'm looking for a dedicated server in Europe with at least a 16-core CPU and 256GB of RAM (DDR4 or DDR5). I need a minimum CPU frequency of 3.5 GHz, with a maximum boost of around 5 GHz. My budget is around €110-€120 per month. I plan to purchase two identical servers if possible. Thank you all and have a great day!

I primarily rely on the user’s budget. As mentioned above, it is quite difficult to find such specifications within a budget of €110–€120. I have suggested the most suitable option available.
Of course, we do offer plans with 3.5 GHz processors and higher, but those come at a higher price (around €150 per month)

Everyone replying is focusing on the base speed while ignoring that the OP said 256GB ram with a ~5 GHz boost speed.
Good luck finding that config at that price in Europe. You'll struggle to find one with even half the ram at that price.
Side note: You shouldn't request a frequency without also specifying the generation, since IPC has mattered more than frequency for a long time, and performance varies wildly between generations at the same frequency. You should also specify the bandwidth required, whether you need DDoS protection, etc.
Budget is not realistic for your expectations ever reduce to 128GB or increase monthly budget
