vdska / elastika are the cheapest. Most of them have variations depending on billing cycle (elastika for example gives 50% recurring on yearly billing)

You could check my comment from a few months ago, it includes some of the locations you've requested here.
In addition to that:
Armenia and Azerbaijan - https://gcore.com (although they are expensive)
Bangladesh - they require ID documents and proof of citizenship, so not gonna happen if you're foreigner
Bhutan - from what I read they have pretty lacking infrastructure so no cheap VPSes there
Brunei - probably too expensive country, also pretty restrictive. Haven't heard of any hosting provider there.

Tajikistan - https://tarena.tj (not sure how to contact them tho)
If you want to do your own research and possibly find a hidden gem provider, you can check every ASN/IP range registered to a country (for example https://ipinfo.io/countries/tj for Tajikistan) and see if company behind it provides hosting services.
You can also see what others are using to run Tor relays, syncthing relays or globalping probes.

I gave justhost a try, not bad. I tried their Yerevan and Novosibirsk VPSes and they seem relatively decent especially for the pricing.
Some good locations for a globalping host. Just need them cheaper and a yearly discount
This is the problem with exotic location - higher prices.
Why China's VPS is not considered exotic?
vdska uses actually borneo as upstream, cheaper though.
I just thought of some random exotic locations and completely forgot about China.

No, but you have to do KYC with your passport, they sometimes don't even accept an ID.

How about Kazakhstan or Turkmenistan? We have a couple of servers in Almaty and Astana for a couple clients. We used to run one in Shymkent, but the hardware was outdated and the network speed was poor, so it was not worthwhile.
