Maybe. My IPs aren't cheap, $2/IP/mo since I barely own any outright. Probably a few here that'll sell them for much cheaper.
I think $2 is pretty standard pricing.
There are a lot of options. None of them are actually in NYC. They're usually nearby in New Jersey.
