Have you tried Vultr? They have exactly what you're asking. Hourly rate Dedicated Servers. I think a few other cloud providers with Dedicated Servers also do.
You're pretty much needing a cloud provider for your use-case - and if you're looking for the port 25 open, I can guarantee you with 100% confidence you won't find an up-and-up cloud provider that does hourly on Dedicated Servers willing to leave port 25 open for you.
You really should clarify the use-case more - might avoid a lot of the negative comments if you have a good reason for it - and might actually make a case for someone to help you.
