We’re a small provider and have been running into recurring issues with Cloudflare Hyperdrive due to network problems. Usually, the explanation we receive is that the disruptions are caused by DDoS attacks on their end. However, we’re not getting much help or effective support in resolving these issues.

OnlyServers is your best bet mate. Everything you're asking for there + you can get up to 100Gb/s per NIC and use XDP for DDoS protection. They use Connect-X cards which support XDP for your own DDoS protection. They don't blackhole you or anything during DDoS, so as long as you run your own anti-DDoS on the server itself, you can go until the pipe fills.
