About finland I don't know nor care, about baltistan I don't know the "country" but the city where I have - and am quite happy with - my @Hosteroid VPS: Vilnius.
But frankly, who cares about which mini-country anyway? The whole of baltistan is small and I guess that connectivity in all "major" cities there is comparable (and actually quite good).

If need custom solution (CPU core, etc) try to ask their support. They was usually fast and friendly with me.
Hetzner also have Finland location.
