Is this normal? Vps server is almost useless its so slow all the time. Even not running anything. And installed debian13 couple of times again.

The price is quite low, but the overbooking is still severe.
The network is extremely slow, UDP traffic is unavailable, the CPU score is around 500, and the disk transfer speed is back to 20 years ago.
I'm experiencing the same issue as you with my H plan. Deluxhos is quite affordable, but it's also severely overbooked.

But Honestly it's very strange and i don't find any feedback in what you say regarding the network part and problems with UDP, the CPU score is ok considering the type of processor and the price at which it is offered, the disk instead if you are in a non-NVMe node is just as normal.
To see and solve problems we always ask you to open a ticket, we will do everything to make you happy.

The fio results in kilobytes and values below 10 iops are normal? I understand these cheap ones are not nvme, but these values look like USB pendrive.
Well, I'm glad these started popping up before I decided to buy something from you...
As mentioned, without you opening a ticket, we don't have a magic bullet to solve things.
Certainly, some tests have shown decidedly low values, but if you're really expecting very high values on a SATA SSD on a very inexpensive server, well, i think you're wrong.
but everything is solvable, no problem on this, we are ready to help, and we will always do it anyway.
I do get that the SATA SSD on inexpensive server will not probably deliver gigabytes/s.
But, just to give some perspective, here are results from two of the VPSes I own.

The first one is way too good for the price, but the second one shows values that would be expected at this price point I guess.
I'm just raising my concerns here, luckily don't have to open tickets with you.
Now it show like this. I still have ticket from this slow vps.
Also looking by hetrixtools, there is IO wait every hour 70%. Even my vps doenst have nothing running.

Check the series you bought from. Some are SATA, some are NVMe.
Wow, I have NVME, and my server has never achieved performance results even half as impressive as yours. It must be due to the brand and model of SSD, which are probably different.
Just to give some clarity: the results I've pasted were from VPSes from two different vendors, not DeluxHost. I was trying to prove that the fact that VPS is dirty cheap does not have to mean that fio results will be in KB/s or even low MB/s.

If a ticket is opened we are always happy to help, in general the results are not bad, but acceptable.
But problems can certainly occur with some VMs where the disk is slower than normal.
Is this ultra low latency service?
My Delux vps is so slow at its almost impossible to use it anything. SSD or disks are so slow. And i think they cannot even fix it. Also looks hows Amsterdam connection from Amsterdam?!
