Warning to prospective customers, OVH often requires a photo of your gov ID after creating an account and submitting your credit card. That's even if you don't use a VPN or anything unusual. It really should be disclosed upfront.
Several registered orders have failed to pass the review, all information is true and accurate, and the reasons are unclear.

Show's the offer, but unfortunately I need an invoice to get rid of the VAT. So i need to enter a german address, which is not possible for this.

a) Use this (in a fresh browser, no previous cookies etc.) to sign up for a new account at "Rest of the world" (billed in USD):

You would have the option to enter a German address there.
b) Than use:
https://eco.ovhcloud.com/en/ to get those offers with above account (prices shown in USD without VAT but VAT added when you sign into the account setup in a)).
Double check by the menu (top right, you can choose currency and "country" - that is: OVH subsidiary - there, it should show the world symbol as country and prices in USD.
You should get an invoice with e.g. 19% German VAT added I would assume. Check every step to see if what happens is what you need/want, you are in OVH territory here
