for your IP 43.157.23.98, the best one is Gcore. It gives a ping of 34 ms.
you can test other ips by yourself
I would recommend Markahost, they have low ping to those IPs.
Considering that (at least most) turkish providers seem to have limited and/or cumbersome payment options (not their fault, just the laws there it seems) I'd look at close-by countries. I presume that AlphaVPS / @AlexBarakov (in Bulgaria) has something tasty to offer. Just have a look.
Edit: I just pinged the first 2 IPs above (from an AlphaVPS box) and saw 25 ms +.0.5 ms.

If its a Turkish provider that will work best, go with SPDnet, Cahit is a really cool guy, always in good communication.

I think it would be helpful to know what ISP you have. It is possible there is a host in Frankfurt or EU that has peering with your ISP meaning direct connection.

My Frankfurt based @EthernetServers VPS goes pretty hard here I see lol.
First, sorry, I didn't know AlphaVPS's ping result is so poor. I had a closer look into it and found that they route their traffic to your 3 IPs (and possibly to TR in general) via NL-IX, which obviously is unfortunate. Usually they are an excellent provider - which includes listening to customers - so they'd highly likely be willing to improve their routes to TR.
As you said
I checked 3 VPS in have in Germany and it shows that there are quite good/fast connections between DE and TR.
Contabo shows (avg) 5.5 ms
Hostbrrr (@labze I think) shows 1.25 ms
MassiveGrid shows 1.6 ms (note: I'm a bit astonished because their VPS are as ultra-crappy as they are ultra-cheap)
Obviously Hostbrrr is the best choice among the 3 because (a) best result, and (b) quite cheap (and (c) quite generous traffic volume).
Note though that ping alone doesn't tell you all there is to know, so be sure to check for transfer speed with actual data like http as well!
The alpha VPS didn't work. On the contrary, it shows a higher ping rate.
Could you show me how you tested it? I'm surprised you saw 1ms between Turkey and Germany.
I think the IP I gave above is a gaming IP, and you're all pinging them, or you misunderstood my question.
The VPS in Istanbul will ping those IP addresses. Otherwise, if you ping from Frankfurt or nearby, it will show 1ms anyway.

So, can you give me the address of your Istanbul server? How much latency does it show compared to a standard modem?
This is a good value, but I also need to see how long it takes to reach your Istanbul VPS from my own network.
You can use 93.180.134.114 and 31.14.10.1 IP addresses for test.
