I was also looking like you, but for a bit higher specs. I do have Contabo and they are slow , OVH VPS2 had good disk and network for German location, but the CPU was the worst I have ever seen it could not even handle small tasks.
I found OVH VPS1 one plans which are in local zones to have better CPUs, but the disk is miserable, the IOPS are very low.
Tried also Layer7, they are good but unfortunately for some reason I could not reach a service I need from the test server, also I found better specs with NovaHosting deal here and finally went for that one.
In you case you could also go for Hetzner (I did not try them)
