I think you'll struggle to get something that cheap with storage + IPMI.

For €20–40 in NL/FR with 2×4TB or 3×4TB and IPMI, you’ll likely be looking at older/refurb hardware and limited stock. A few tips before shortlisting:
IPMI at this budget: many budget providers don’t include it by default or charge extra. Confirm if it’s native IPMI/iKVM (not just rescue/KVM-on-request).
Common candidates: older E3/L-series platforms with 4×3.5" bays. Check Hetzner auctions (IPMI rare), SoYouStart/OVH promos (some models include or upsell it), Leaseweb/Worldstream NL (often above €40 with disks/IPMI).
Disks & controller: ask if SMART passthrough works and whether it’s HBA (IT mode) or hardware RAID. For storage use, JBOD/HBA + mdadm/ZFS is usually simplest.
Traffic/port: verify if 1 Gbps is fair-use or capped. Large sync jobs can hit limits quickly.
Hidden costs: some hosts add setup fees for bigger drives or monthly charges for IPMI.
If IPMI is a must at €20–40, you may need to settle for 2×4TB, accept older CPUs, or wait for promos/auctions. Stretching the budget slightly opens more options in NL/FR with native IPMI.
Also some OVH's Kimsufi include IPMI as optional feature.
