Better for sure is the one with less outages.
In my experience, dedi usually have fewer outages than VPS.
However, Hosthatch offers high quality services. I have had only a few issues over the years, but they did happen.
If you are talking about 1Gbps dedicated servers from Hostdzire (leaseweb reseller), the bandwidth will be better with Hosthatch.
When it comes to hdd, it depends on the age of the hardware. I have used both, and Hosthatch VPS is faster.
But the HDDs on my dedicated server are lowend and old. It's a bit of a lottery, as many different models are probably used.
So it really depends on what's most important to you.
If stability is a priority, go for a dedicated server.
And always make backups.

I have none of them, but in general, you would also buy with the best quality and performance.
We cant speak for eachother in preference of network, if youre on the other side of the world.
Dedicated servers typically have more uptime, but unless you get two drives and mirror them, you'll have a higher risk of losing data than on HH where I heard they use a large RAID 10 array.
If you're planning to store backups, I think HH would be better. If you wanted to do anything CPU intensive, the HostDzire server would likely be better because you're allowed to max it.
