It is in OVH CA account, so can be transferred to another OVH CA account only

I'm interested in this and can pay with upi. But how do I create a CA account? Doesn't it need a CA address and id if they kyc
You can simply signup at https://ca.ovh.com . If i am correct, before they began India operations, CA accounts were allocated for their world customers, and it might continue to be so. You can simply use your India KYC details for verification.
The only difference is that the renewals will be in USD instead of in INR.

VAT is not applicable on my invoice, so it is excluding VAT

This is no longer available. The server was cancelled on the 1st as i had no reason to renew it.
