Can this kind of setup sustain long-term usage above 95% for CPU, RAM, and the like? I’m a bit unclear about it.
The CPU and network resources are "fair use" so you shouldn't sustain high use long-term. If you wish to do that, get a dedicated server.
RAM can be sustained above 95% long-term since we don't oversubscribe RAM.
